I'm part way through a 6.5 to 8.5.1 upgrade and have this problem affecting three users so far.
Current work around is for them to use the basic client (which they all hate). So far I have:
# clean reinstalled the client
# re-applied the design
# purged and rebuilt the inbox view indexes
# copied mail out of inbox, deleted inbox folder, purged view index for inbox, re-applied 851 template (creating new inbox), copied mail back in (creating new view index).
None of this has worked. Also, I can't replicate this on other machines, or see it myself, just on the users PCs/clients.
I'm having them test 8.5.1 over citrix to see if they see the same problem in the hopes I can narrow the search a little. Next steps will be maintenance followed by new replica creation, unless anyone out there has any other ideas????
